Remediation of the Gas Cleaning Residue Landfill of Urom – Csokavar (EU Cohesion Fund CCI2006/HU/16/C/PE/001)
General
The general objective of the Üröm remediation project is to remove the existing deposit of 50 to 60.000 t of hazardous gas-cleaning residues (with Arsenic, Cyanides, Piridines...) and to renature the place for further usage (tourism, relaxation, etc.). The disposal was done in a time period from 1967 to 1976. Now the groundwater and soil are exposed to a high environmental risk. Rainfall seeps through the hazardous waste-cleaning residues. Therefore contamination enters the karstic system.
There is an obligation by environmental inspectorate that the residues have to be excavated and carried away from the quarry. By preparing the background documents for the application form for the EU financial support 16 technically feasible options (mainly for the further utilization of the residues) were found. The recommended option in FS and CBA is excavation and sintering and utilization in steel making.
The estimated duration of the cleaning are 18 months, completed by a period of time for site preparation.
The major objective of the project is to protect the northern Buda karstic water catchment area from any pollution, which could eventually be released from this hazardous landfill in the vicinity of Üröm.
Activities to be carried out
A draft was prepared for a Project Implementation Unit tender, the firm EUROUT Ltd has won it.
Another draft was prepared for the tasks of a tender for the supervising engineer which shall also be entrusted with respective monitoring, control and approval competences which go beyond the provisions of the FIDIC yellow book. The supervising engineer of the project is Grontmij Canor Ltd.
A draft was prepared for a PR tender, which was won by the firm MonDay Consulting Ltd.
The works were tendered as a General Contracting according to the FIDIC yellow book, with the project parts:
- Detail engineering and design for execution and maybe for permission procedure.
- Site-preparation / preparatory work
- Excavation, packaging on site and weighing
- Transportation, including provisional storage
- Utilization
- Renaturation.
The firm GT-2008 Konzorcium has built 300 m street in the village Üröm near the quarry for the transportation and excavated and transported about 20 % of the gas-cleaning residue between December 2008 and March 2009 to the firm BÉM near Miskolc for sintering and further use in steel production.
The whole work has to be done by December 2010.
